To judge whether a Nigerian betting site can be trusted, start by checking that it holds a licence from the regulator in your state. In Lagos that is the Lagos State Lotteries and Gaming Authority (LSLGA). After that, look at payments, withdrawals, odds and whether there is any Chinese-language support. This page explains how we assess operators, lists the licence status of the main brands as far as we could verify it, and reproduces the warning list Lagos published in September 2026.
The Supreme Court ruled in November 2024 that gaming is a state matter, so a federal NLRC licence no longer authorises an operator to run in the states. We therefore rely only on state licences, and give the licensed company and our source wherever we can.

Key points
- Lagos is regulated by the LSLGA, and Abuja (FCT) by the FCT Lottery Regulatory Office. Kano and several other northern states ban or restrict betting.
- A third-party reading of the LSLGA register dated 20 October 2026 shows 181 licence holders, with 87 online sports-betting licences.
- Lagos courts have held that an operator taking bets from Lagos residents needs a Lagos licence, wherever its servers are.
- In September 2026 the LSLGA named more than 40 illegal operators, among them Stake.com, bet365, Bwin, N1Bet and Helabet.
- Operators cannot pay for placement in our rankings. The LSLGA website is the final word on licences.
How we assess operators
| Criterion | What we check | Weight |
|---|---|---|
| Licence | A valid LSLGA (or state) licence, the licensed company, any appearance on a warning list | Pass/fail |
| Payments | Local methods such as bank transfer, USSD, OPay and PalmPay; whether a foreigner can pass KYC | High |
| Withdrawal speed | Clear payout rules, manual reviews, correct 5% WHT deduction | High |
| Odds | A fair margin (overround) on major football leagues | Medium |
| Chinese support | A Chinese interface or Chinese-speaking customer service | Bonus |
| Safer-gambling tools | Deposit limits, cooling-off, SafePlay self-exclusion | Medium |
Our guide to betting maths shows how to calculate a bookmaker’s margin, and our betting payments guide covers each deposit method.

Warning list: illegal operators named by Lagos, September 2026
In September 2026 the LSLGA published a list of more than 40 illegal operators under section 33(3) of the LSLGA Law. It includes:
- Stake.com (Medium Rare NV). The LSLGA says Stake ignored 10 compliance notices and that it will go after the payment firms and advertisers serving it.
- bet365 (Bet365 Group Ltd)
- Bwin
- N1Bet (N1 Interactive Africa Gaming Ltd)
- Helabet (Aleh Ventures Global Ltd)
Note that a third-party register snapshot later lists Helabet as a licensee, so it may have regularised; check the LSLGA site. Money held with an illegal operator has no local protection, and the LSLGA cannot take up your complaint if it refuses to pay out.
How to check a licence yourself
- Go to lslga.org, open “Licensed Operators” and look up the brand and company under the right category (Online Sport Betting, for example).
- Check that the company named in the licence statement at the bottom of the operator’s site matches.
- Check the LSLGA’s illegal-operator list (“View List”).
- If you have a dispute, complain to the operator first. It must resolve complaints within 3 months, after which you can go to the LSLGA at lslga.org/complaint.
The law differs a lot between states, and Kano and some other northern states ban sports betting. See our overview of Nigerian gambling law and the Lagos gambling rules, and our introduction to sports betting for how betting works. Gambling is for adults aged 18 and over; see responsible gambling.

FAQ
Is an NLRC licence still valid?
Since the Supreme Court ruled in November 2024 that gaming is a state matter, an NLRC licence no longer authorises operation in the states. Check for a licence from your state.
How do I check whether a site has a Lagos licence?
Look it up under "Licensed Operators" on lslga.org and match the company name with the licence statement at the bottom of the operator's site.
Is Stake.com legal in Nigeria?
No. The LSLGA put it on its September 2026 illegal-operator list and says it ignored 10 compliance notices.
What if an operator won't pay me?
Complain to the operator first; it has 3 months to resolve it. After that you can go to the LSLGA at lslga.org/complaint, as long as the operator holds a Lagos licence.
