Gambling is legal in Nigeria, but it is regulated state by state. On 22 November 2024 the Supreme Court ruled that lottery and gaming are residual matters for the states, so the federal National Lottery Act can no longer be enforced inside them. For Chinese residents the rule is simple: bet only with an operator licensed in the state where you are, be 18 or over, and complete identity checks (KYC).
This section is our hub for gambling in Nigeria, covering the law, sports betting, casinos, popular games, payments and how to check an operator. We do not give betting tips or promise any winnings, and every page is for adults aged 18+ only.
5 steps to bet legally in Nigeria
- Check your state allows gambling
- Use a state-licensed operator (lslga.org register)
- Complete KYC: passport, NIN, BVN
- Know the winnings tax: 5% resident / 15% non-resident
- Set a budget; self-exclude via SafePlay if needed
Key points
- States regulate: since the Supreme Court ruling, Lagos is regulated by the LSLGA and Abuja by the FCT Lottery Regulatory Office (FCT-LRO, set up in May 2025).
- Some northern states ban it: Kano’s Hisbah Board announced a ban on sports betting in October 2024, and several other Sharia states also restrict gambling.
- No central gaming law: the National Assembly passed a Central Gaming Bill in December 2025, but the President said he would not sign it. It is not law.
- Winnings are taxed: withholding tax is 5% for residents and 15% for non-residents. In Lagos, operators have deducted 5% at payout since February 2026, and players must give their NIN.
- Offshore sites are risky: in September 2026 Lagos named Stake.com, bet365 and others as illegal operators.
- No one under 18 may gamble.
Is gambling legal in Nigeria?
Yes, with a licence. In AG Lagos State v AG Federation (22 November 2024), the Supreme Court held that lottery and gaming are not on the Exclusive or Concurrent Legislative Lists, so they belong to the states. Since then, states have created or strengthened their own regulators. A group of roughly two dozen of them formed the Federation of State Gaming Regulators of Nigeria (FSGRN), which launched a shared reciprocity licence in May 2025; reported membership ranges from 22 to 25 states. Since 1 April 2026 the national advertising regulator ARCON and the FSGRN have run a single advertising code for gaming.
For a state-by-state comparison of regulators, taxes and bans, see our guide to Nigeria’s gambling laws. Lagos, where most Chinese residents live, has its own licensing, tax and blacklist rules, covered in Lagos gambling regulation explained.
How Chinese residents can bet legally
- Check that your state allows gambling. Lagos, the FCT, Oyo and Rivers all have regulators; Kano and several other northern states ban betting.
- Use only operators licensed in your state. Lagos publishes its official register at lslga.org. A third-party reading of that register on 20 October 2026 counted about 186 licences, including 87 for online sports betting and 13 for online casino.
- Have your ID ready. Operators run KYC, and Lagos requires a NIN at payout. Under NIMC rules, foreigners legally resident for two years or more must register for a NIN using a passport, a CERPAC residence permit and a BVN.
- Know the tax. Withholding tax on winnings is 5% for residents and 15% for non-residents, and it may be deducted before you are paid.
- Set limits. Lagos’s SafePlay tool lets you exclude yourself from every Lagos-licensed platform, for a set period or permanently.
No official source deals specifically with whether foreign residents may bet. We found no rule that stops a legally resident foreigner from betting with a licensed operator, but follow the regulator’s latest notices. Running or helping to run an unregistered gambling platform is a very different matter. In a November 2024 raid in Jahi, Abuja, 109 foreigners, including Chinese nationals, were charged over alleged unregistered gambling platforms and cybercrime. These remain allegations.

Responsible gambling: 18+ only
Treat gambling as paid entertainment, not as income; over time, most players lose. Only stake money you can afford to lose. Never borrow to bet, never use rent or salary money, and never chase losses. If you or a colleague are losing control, read our responsible gambling and help resources page and consider self-exclusion through Lagos SafePlay.
Facts on this page were checked in October 2026. Gambling rules change quickly, so always follow the latest notices from the LSLGA, the FCT-LRO and other official regulators.
